Your telegram of 13th November. Shipping. Board

of Trade consider it absolutely essential that every ship built in the Empire for neutral owners during the war should be tied down to service to allied countries at least

for period of war and suggest that these ships should not be allowed to be exported from Hongkong unless time chartered for period of war to a firm acting as nominee of your Government at a special rate of hire which they suggest should be 25 shillings per deadweight ton per month. See my telegram of 2nd November. Expression "period of war" means until final signature of treaty of peace with

Germany.
